Klehr Harrison’s Government Relations Subgroup is comprised of attorneys with the training and experience needed to successfully navigate local, state and federal bureaucracies. We recognize that accomplishing our clients’ business goals may involve interaction with elected officials and government agencies at all levels. Our strength lies in the credibility and reputation we have with these decision-makers based upon our prior service in government positions as staff attorneys and legislative aides and our complete knowledge and familiarity with administrative and legislative process and procedures.
We bring a bi-partisan approach to government relations and a problem solving attitude which is seen as cooperative and helpful to the process. Adding to our reputation is the fact that our attorneys are active in politics, business and trade groups, and community organizations, as well as serving on many non-profit boards in the area. We are recognized as having significant substantive understanding and background in a variety of legal areas uniquely impacted by governmental legislation and regulation, including zoning and land use, real estate taxes, and environmental controls.
Our services in the Government Relations Subgroup include advising and representing clients on pending or proposed legislation, the defense of enforcement actions, the prosecution of administrative appeals, creation of crisis management programs, and the development of strategies for gaining community support for projects of all kinds. Some of the industries in which we have a long history of service include public parking, outdoor advertising, solid waste and recycling, port activities, and real estate development across all asset types.
We regularly represent many of the region's largest and most prestigious real estate developers, non-profit institutions, trade groups and other business interests before Philadelphia's City Council on a wide range of legislative issues. Recent examples of this include hospital and university expansion and master planning, waterfront redevelopment, and housing and real estate tax policies and programs.
Typical engagements include the following:
- representing clients in drafting and implementing legislation facilitating zoning changes for major redevelopment projects throughout the City of Philadelphia;
- helping business and trade groups in formulating strategies around public issues pertaining to such topics as real estate tax abatements, affordable housing policies, and minority participation goals; and
- assisting clients with a variety of legislation needed at all levels of government for waterfront redevelopment, Keystone Opportunity Zone benefits, and other laws and regulations which support business growth and economic opportunity,
